CTERS User's Manual

The CTERS User's Manual - 2025-2026 (Word) provides instructions for submitting the following reports:

  • Secondary Enrollment Demographics Form (SEDF)
  • Secondary Student Career Clusters Enrollment Report (SSCCER)
  • Preliminary Completer Demographics Report (CDR)
  • CTE Credentialing Collection (CTECC)
  • Final Completer Demographics Report (CDR)

The Nontraditional Classification Methodology - 2025-2026 (Word) Virginia's method for defining nontraditional secondary CTE courses. This new method of equating CTE programs with CTE career subclusters in the new CTE Career Clusters® framework makes it easier to classify introductory courses that cover a wide array of topics since such courses are typically associated with numerous occupations. It also enhances classification accuracy by distributing jobs within occupations across multiple related subclusters for gender composition analysis in proportion to employment within the occupations across multiple industries.

2025-2026 Data Collection

Secondary Enrollment Demographics Form (SEDF) Fall Report

  • Due: Closing date for Fall Master Schedule Collection
  • Description:  Report enrollment counts that are recorded on October 1, 2025 for all CTE state-approved  6-, 9-, 12-, 18-week and yearlong (36-week) classes.
  • Submission Method: This collection is submitted through Fall Master Schedule Collection
  • Instructions: Refer to the CTERS User's Manual (Word)

CTE Financial Report (CTEFR) for School Year (SY) 2024-2025

  • Due: May 1, 2026
  • Description: Report state and local funds expenditures for the school division and regional center occupational preparation and adult education program to calculate state categorical entitlements for fiscal year 2025.
  • Submission Method: SSWS
  • Instructions: TBD

CTE Follow-up Survey of Program Completers

  • Due: July 31, 2026
  • Description: Conduct the 2026 follow-up of the 2025 CTE Program Completers approximately 9-12 months after graduation. The survey measures completers’ transition to postsecondary education or employment and their satisfaction with and the quality of their high school education.
  • Submission Method: Online data entry (managed by The Center for Survey Research at the University of Virginia’s Weldon Cooper Center for Public Service)

Secondary Student Career Clusters Enrollment Report (SSCCER)

  • Due: Closing date for End of Year Student Record Collection
  • Description: Report unduplicated enrollment counts that are recorded on the last day of school for students participating in CTE classes in grades 9-12 and students in grades 7 and 8 who are earning high school credit.
  • Submission Method: This collection is submitted through the End-of-Year Student Record Collection
  • Instructions: Refer to the CTERS User's Manual (Word)

Preliminary Completer Demographics Collection (CDR)

  • Due: Closing date for End of Year Student Record Collection
  • Description: Report data elements that are recorded on the last day of school and used to analyze program completer demographics; calculate performance measures; and compile federal, state, and local accountability reports.
  • Submission Method: This collection is submitted through the End-of-Year (EOY) Student Record Collection

CTE Credential Collection (CTECC)

  • Due: July 31, 2026
  • Description: Report data annually for students participating in CTE classes and industry credentialing external testing presented in the School Quality Profiles.
  • Submission Method: SSWS

Final Completer Demographics Collection (CDR)

  • Due: Closing date Summer Student Record Collection
  • Description: Report data elements that are recorded on the last day of summer school and used to analyze program completer demographics; calculate performance measures; and compile federal, state, and local accountability reports.
  • Submission Method: This collection is submitted through the Summer Student Record Collection
