On September 14, 2023, Governor Youngkin signed HB 6001/SB 6001, which included a significant investment in public education. As noted in the September 14, 2023, edition of the Virginia Education Update, this approved budget provides one-time state per pupil funding for the implementation of the Virginia Literacy Act, learning loss, and to combat chronic absenteeism. This amendment increases state funding to school divisions by $418.3 million in fiscal year 2024.

The Governor recommended that school divisions focus on an “ALL In” approach that uses 70 percent of allocated funds on Grade 3-8 high-intensity tutoring, 20 percent on the Virginia Literacy Act (VLA), and 10 percent on chronic absenteeism. Completion of a division spending plan will be the first step in meeting annual reporting requirements.
